Maraga invites Muturi, Lusaka to state of the Judiciary event

Chief Justice David Maraga has written to the National Assembly and Senate Speakers to grace the occasion of presentation of the State of the Judiciary and Administration of Justice report.


The invite comes just eight days after the Chief Justice wrote to President Uhuru Kenyatta advising the Head of State to dissolve the 12th Parliament and send all MPs home for failing to enact the two-thirds gender Bill.


According to the letter of invite sent to Speaker of the National Assembly Justin Muturi dated September 29, the event will take place on November 27 at the Supreme Court.


“The purpose of this letter is to invite you to join the judiciary and the entire justice sector during presentation of the annual report which will take place at the Supreme Court grounds. We very much hope that you will manage to join us as we mark another year of service delivery and meeting the justice needs of the people,” reads the letter.

“I would appreciate an indication of your availability at your earliest convenience to enable us make appropriate arrangements to host you at the Supreme Court,” reads the letter.

Interestingly, the State of the Judiciary report will be forwarded to the National Assembly for debate.


It is still not yet clear whether the two Speakers will heed the call of the Chief Justice and attend the event.


Sources within Parliament confided to the Nation that the House leadership is wondering why the same person who recommended the dissolution for Parliament is inviting the Speakers to the function.


“So was he serious with his dissolution (of Parliament) advisory after all,” asked a source in Parliament.


Mr Maraga’s advisory has caused a storm especially among MPs who argue that it is impossible to enact legislation to give effect to the two-thirds gender rule without violating the citizens’ political right to vote for candidates of their own choice and/or vie for any elective position in any public body or office.


The House Speakers have also argued that Articles 97 and 98 have set a ceiling on the composition of the two Houses of Parliament.
